Changes to the planning system in December 2024 included amendments to compulsory purchase orders, which are legal mechanisms that allows an acquiring authority (usually the council) to acquire land or property without the owner's consent. CPOs are used to support public interest projects like infrastructure, regeneration, and housing.
Changes allow the acquiring authority to take control of vacant and derelict land from landowners, by paying a fair price, rather than at 'hope value' costs, which are the estimated costs that the land could be worth if developed in the future.
MHCLG have recently held a consultation on further changes to the process.
